convert ozi io to QTextStream (#315)

* convert ozi io to QTextStream.

and add an option to set the codec.
default the codec to windows-1252, which matches historic
usage but not recent behavior.

fix a memory leak, csv_lineparse needs to die.

fix a mistranslation with QString::arg.

* enhance ozi test for routes and tracks.

* eliminate csv_lineparse in ozi.

* eliminate obsolete commented code in ozi.

* update encoding comments for ozi.

* add doc for ozi codec option.
